(d) to guard or secure public utilities, banks,

buildings likely to contain records, and any essential civilian supplies;

(e) to seize Japanese Treasury and Yokohama Specie

Bank.

As it has not been possible to provide C.C.A.0. with an adequate police force, service personnel may have to be made. available to fulfil majority of these functions for indefinite period.

On arrival of C.C.A.0. you have authority to delegate . to him all or any of powers which you have assumed by Proclamation. In order to relieve yourself so far as possible of detailed work of Civil Administration you should exercise this power of delegation to maximum extent compatible with your general responsibility: Delegated powers should, however, remain subject to your orders and directions.and will be revocable by you at your discretion whenever necessary.

All messages and correspondence on this subject will be addressed by you to the Admiralty, prefixed "For War Office for Civil Affairs" and repeated to S.A.C.S.E.A. as necessary. Ends.
